I am a strong negotiator experienced in taking part in Safety Advisory Groups. A former Event Commander myself I understand how the Police and other stakeholders work and their expectations from event organisers. I can join your Team as an event is running. You can benefit from advice on standards and compliance as the event unfolds then have a debrief in person and to refer to in writing. This can prevent bad reports after the event and give you evidence validating positive elements from what went on. I can be called on to present my findings during the planning and preparation stages for your next event.

I was involved in the transition from the old Licensing regime through the ‘first appointed day’ and the introduction of the Licensing Act in 2004/5. ‘Inspector Tempest’ featured in the national press at the time and with groundbreaking work alongside regional solicitors to smooth its implementation. My latter career in policing specialised in partnership work for safer communities. This portfolio included the tasking and deployment of police patrols for the county’s weekend nightlife and command of events to keep public order. I led initiatives with security operators, other Responsible Authorities and the whole range of partner stakeholders contributing to Safety Advisory Groups. I was honoured with the prestigious Home Office Tilley award for partnership work tackling alcohol related harm. Protection of vulnerable people and safeguarding has always been a priority for me.
As a Licensing Consultant for the last 10 years I have supported pubs, bars, clubs, restaurants and take-aways with the whole range of their licensing needs. From submitting new applications to defending operators challenged with a Review. I have a strong and wide network of specialist colleagues, many of whom have worked with my Consultancy business, ‘National Licensing Associates’.
Experience
My expertise in compliance with regulations began with police leadership of multi-agency enforcement. It continued from there over the last decade as Co-ordinator and Assessor for Norwich Best Bar None scheme and as lead Assessor for the (Association of Town and City Management) ‘Purple Flag’ scheme. I piloted a comprehensive service quality standard scheme using Mystery Shopper hospitality customers. Elements of this methodology have been worked into national accreditation and award schemes.
I have in-depth knowledge and experience of regulation of licensed businesses and major events, safe operation of venues and the town and city spaces that they operate in.
I faclitated 'Norwich Night Safety Charter' featuring protection from violence against women and girls.
I am available to provide a service more thorough and extensive than the Authorities that are there to enforce the regulations.
